Linking folksonomic tags to authority controlled metadata?

I have four layers of metadata:

1. Authority controlled catalog records
2. Vocabulary controlled but user input data (e.g. "select from this list")
3. Uncontrolled user input data (e.g. author supplied information)
4. Folksonomic tagging data (e.g. random user tagging)

Is there a framework for this hierarchy of dirty to pristine data? Is there a way to link dirty data back to the authority controlled data?

• Jakob: The GND authority files assigns a level of trust to each record - but this only involves authority records created from trained vs. untrained participants.
